SLEEP ON, BC SCHOOL DISTRICT; ALL IS WELL

When Supervisor Davis managed to change the rules on the distribution of FILOT funds realized from the Mount Holly Park, which resulted in depriving the School District of MILLIONS of dollars annually, surprisingly, there was no general outrage. Mr. Davis accomplished this feat by 'hook and by crook', mostly 'crook'. In case you are not aware of the fact, it is NOT legal to amend an Ordinance by Resolution.

It would now appear that this success has emboldened Mr. Davis into taking an even more draconian move. On the agenda for next Monday's Finance Committee meeting, there is a little item that should be of interest to not only the School District but the taxpayers of BC. Item "B" suggests a new "Ordinance providing for the allocation of revenues generated by the Berkeley/Williamsburg Joint Industrial and Business Park;" and the complete repeal of "Ordinance No. 96-1-2, as amended, in its entirety; and repealing all Resolutions pertaining to the allocation of revenues generated by the Joint Industrial and Business Park in the entirety." These are Mr. Davis' words, not ours.

Being as history has proven that Mr. Davis, when given the opportunity, will not hesitate to take revenue earmarked for the schools and use these monies to his own benefit, why would the School District stand silently by and allow yet another theft to take place? To date, the School District has lost multi MILLIONS of dollars from the Mount Holly FILOT. If Mr. Davis is allowed to write his own ticket with the FILOT derived from the entire county, does anyone think the division will be fairer to the School District than that of Mount Holly?

HOLD EVERYTHING!!! What are we thinking? There's no problem here, no matter how much money Mr. Davis steals from the School District. The School District will simply find a way to raise our taxes to recoup the shortfall. What the hey, float some bonds, raise the millage. There's nothing happening here, Folks, just move along.

Are you kidding me!! Are the School Board members, who oversee the education of our children, themselves so UNDER educated that they CAN'T/WON'T see what Mr. Davis is doing to deprive our children?? Based on their efforts and success in destroying the re-election efforts of our former Supervisor for THEIR MAN, Dan Davis, it seems they have the machinery to STOP Mr. Davis in his tracks!! I sugggest they do it or publicly state why they DON'T!!

I THINK THE SCHOOL LOSSES ARE REALLY THE STATES FAULT NOT DAVIS. I SEE A LOT OF WASTE BY THE SCHOOL SYSTEM MORE THAN BEING A DAN DAVIS PROBLEM.

Not even a good try, DD Supporter. The State played no part in Mr. Davis' theft of the County FILOT monies. And, please don't embarrass yourself by trying to change the subject to that of waste. We are taking about the FILOT funds, period.

Dan Davis' WASTE in Berkeley County is unprecedented! He didn't even use the money taken from the FILOT to pay down the debt (several Million Dollars and growing) owed the State for the County employees benefits!! Why would one even try to shift the blame! Never mind, I know!!

HOW ABOUT THE STATE FUNDING IT BETTER AND MAYBE THEY SHOULDNT GET A 103% RETIREMENT FOR A PART TIME JOB, WHEN STATE EMPLOYEES DONT GET NO WHERE NEAR THAT RETIREMENT. Hey, this isn't complicated!! The "seeds" planted at the "local" level grows into what we have at the "national" level! Please help us stay on focus with the problem identified in this blog and let's talk with our Council representatives and request that they vote AGAINST Dan Davis' efforts to take away ANY financial support for the School District based on the FILOT! This seems to be rather simple, NO effective school sytem in the County, NO industries/businesses interested in locating in the County if their employees children CAN'T get a good education!! Why is that NOT a County Government concern??? For "Economic Development" to be successful there should be a JOINT effort of County Government and the School District that includes "Finance"!!

It appears the voters in Berkeley County have exactly the government they deserve. The school board wants to tear down schools and spend millions on new ones, because it's DARK in the schools... changing a light bulb is beyond their intelligence to envision... In the mean time the graduates of these schools that can read a little, and spell a little (I know this because found this blog and wrote an incoherent rant in support of their favorite Democrat Dan Davis) seem educated enough to get to the polls dead or alive... so all is well, just vote for Obama and we'll all have free healthcare, free cellphones, internet, rent, and electric cars in every garage... in the mean time Dan Davis and his buddies are robbing you and your children.

Now that the citizens can see and hear their elected officials in action, at the next council meeting why don't you repeat you comments about Mr. Hardesty so that your constituents can learn about your "true colors"!! I see it really gets under certain council member's skin when I stand up and speak against the underhanded tactics of the Supervisor and his cronies.

Monday's council meeting was full of praise during the audit review for increasing the fund balance. Even the auditor stated the bulk of that money came from the FILOT in Mount Holly Park (Google taxes).

Lets get the record straight. This taking of the Mt. Holly FILOT was a way to extract a 10 million illegal "loan" from water sewer to replace the money Dan Davis had spent from the fund balance to an extremely low level. This was an emergency because the bond rating companies did not like the financial deterioration Davis was causing and threatened a lower bond rating.

Since the public new little or nothing about the illegal taking of the Water/Sewer funds or the Mt. Holly FILOT and did not squawk, Davis and his cronies have now decided to rewrite the ordinance and keep the funds thinking there will be little political pressure to do otherwise.

I wonder how many school district employees live in Council Districts up for re-election this year. I wonder how many will actively campaign against them if a challenger files to run.

Do us all a favor and respond by specifically listing some of the things/accomplishments, based on documented evidence, "you feel" that make him "the best leader this County has ever had"! As Obama would say, "use this as a teaching moment for us all"! I'll be waiting!! It's OK to have others do for you, if you like!!

Darn, I forgot! Read some of the replies to a Berkeley Independent article where Mr. Call announces for re-election! You will find a pretty good list of things/accomplishments that make him, in my opinion and that of others, the WORSE supervisor this County has ever had!! I challenge you, PLEASE send us your list!!

Standard & Poor's Upgrades
Berkeley County’s Rating

Berkeley County officials announced today that Standard & Poor’s has upgraded the County’s rating from AA- to AA/Stable. Moody’s noted an improvement from Aa2/negative outlook to Aa2.

According to Standard & Poor’s Global Credit Portal, the new rating reflects the agencies view of Berkeley County’s:

• Continued economic growth, benefiting from its participation in the Charleston-North Charleston core-based statistical area;
• Healthy financial performance in the past two years that has increased the general fund balance to very strong levels; and
• Favorable overall debt position that remains low with limited future capital needs.

The upgraded Standard & Poor’s rating affords Berkeley County the opportunity to pursue funding and bonds for future projects at reduced interest rates, potentially saving the County and taxpayers thousands of dollars each year. Such ratings are also indicators of stability and a crucial assessment component for new industry considering re-locating or establishing business in an area.

“This is a significant accomplishment, especially during strained economic times,” says Berkeley County Supervisor Dan Davis, “It shows we are continuing to move in the right direction. I am very proud of Berkeley County staff who ensure we are wisely utilizing taxpayer funds. Their hard work and our recent upgrade continues to exemplify fiscal responsibility at its finest.”

Berkeley County also released its annual audit and presented findings to Berkeley County Council last Monday. The audit was conducted by Greene, Finney & Horton (GFH), the same independent auditing firm which performs audits for numerous counties, school districts and other governmental entities throughout South Carolina. GFH gave Berkeley County the best possible “report card” it could receive, specifically noting good management of finances in light of the current economy.

WOW!!PHENOMENAL!! We are over the "cusp" earlier than Mr. Davis predicated! As someone said, maybe "he is the best supervisor Berkeley County ever had??? Thank you "team Davis" for this information! It sounds like Obama at the local level which makes me feel good! Just as I thought and knew and now you have verified, the County DOES have the finances to help the School District!! I have to go to a meeting, but don't worry, I and others will help break down your information so that the unemployed and employed citizens of Berkeley County can really understand!

No, the citizens managed to stop the Carolina Nursery deal. DD doesn't need a reason to float bonds. As he put it, "Now, the money will be available for future needs."
As far as the bond rating is concerned, the money now in the inflated Fund Balance is derived from the FILOT stolen from the School District.

Well, I am back! My meeting was about "how to do more with more"! My concerns about the response revealing Moody' Investors Service and Standards & Poors rating of BC are as follows:
-Note that the sources used to prepare the credit rating were: parties involved and public information. (No doubt BC Gov. provided the most. Would like to know the "public information".) Their TRUST is questionable!

-"Moody is NOT an auditor and CANNOT in every instance independently verify or validate information received in the ruling process". (Self explanatory)

-In terms of Management Practices being considered "good", they also pointed out that the Countys' "financial practices exist in most areas but that governance officials might not formalize or regularly monitor all of them". (As revealed in past audits by Finney and Company, BC has "poor" record keeping practices.)

-Fund Balance: Those of us who know a little about the Countys' finances, know that the hiring freeze and furloughs were insignificant compared to the money stolen from the School District based on the FILOT and the millions "illegally" taken from the BCW&SA.

Just think, had we not stopped Dan Davis' efforts to approved the Stormwater Mgmt Fees, he would have had another $1.4 million with which to impress these rating agencies.

Employees of the County: I hope you can now see how hypcritical Dan Davis is when in his response he praised the County staff and employees for their contribution to this rating, BUT throws a financial "token", a bonus, to you when, in my opinion, you all should have been given a "pay raise"! The rationale for this rating certainly proved that the County had the money.

I guess this confirms that legal or not, its OK for the County to operate for a "profit"!

If I had a Supervisor I could TRUST, I would be thrilled with this rating, however, as you can see I have little confidence in the ratings! Sorry!.

Oh, least we forget, within a couple of years after his first term, Dan Davis made such a disaster of our Fund Balance, our Standards & Poors rating was lowered and this is the first time that it has come up! Even this increase DOES NOT equal the rating held by our County under the former administration! If Davis is so proud of this, don't you think it should have been a front page item for the P&C or television news??? No, because he would have to explain why it was lowered!!
